O sistema nacional unificado de normalização industrial começou a funcionar com o estabelecimento de JESC (the Japanese Engineering Standards Committee) em 1921. JESC comprometeu-se a adoção de normas nacionais (JES).
Em 1949, a Lei de Normalização industrial foi promulgada, e o Comitê de Padrões Industriais japoneses (JISC) foi recentemente criada no âmbito da Lei, como uma organização de aconselhamento aos ministros competentes responsáveis pela elaboração de normas industriais japonesas (JIS) e da designação de a Marca JIS aos produtos.
O comitê é composto pelo Conselho, bem como dois “Boards” estabelecidos em sua execução. Os Conselhos têm Comissões Técnicas, que têm como membros todas as partes interessadas, entre produtores, distribuidores, utilizadores, consumidores e círculos acadêmicos. Normas abrangem todas as áreas de produtos industriais e minerais, com exceção de medicamentos, produtos químicos agrícolas e fertilizantes químicos, que são estabelecidos no âmbito de outras leis.
